The AMA faces an almost impossible brief: assign numbers, top‑down, to everything doctors do. Yet value is subjective (as our Vienna interlude made clear). One person prefers a Mercedes to cash; another, a home renovation. Still, if the AMA doesn’t define value, CMS could pull the process in‑house and leave reimbursement for millions of physicians to a bureaucracy.
